About Us
Global Transformation Forum (GTF) LLC is a Maryland-certified small business based in Rockville, MD. We provide evaluation, learning, and management consulting to public institutions. We are building a roster of experienced early childhood education professionals for state-level professional learning review engagements, starting in October 2026.
The Work
- Review early childhood professional learning proposals against a state-provided scoring rubric.
- Assign ratings supported by specific evidence from each proposal.
- Write clear, constructive, actionable feedback for training providers.
- Take part in calibration sessions so scoring stays consistent across the team.
- Meet firm deadlines, keep all materials confidential, and log your hours accurately.
Required Qualifications
- A bachelor’s degree or higher in Early Childhood Education, Education, or a closely related field.
- Maryland teaching certification, or an equivalent early childhood education certification. Maryland certification is strongly preferred.
- Demonstrated expertise in early childhood pedagogy, workforce development, and state or national early learning standards.
- Experience designing, delivering, or evaluating professional learning for educators, using adult learning and practice-based principles (for example coaching, follow-up support, reflection, and application to practice).
- Experience reviewing proposals, curricula, or training plans against established standards or rubrics.
- Strong qualitative analysis and writing skills: able to identify strengths, gaps, and practical recommendations.
- Proven ability to manage a high volume of reviews within tight timelines.
Strongly Preferred
- A graduate degree in early childhood education, curriculum and instruction, or adult learning.
- Experience with state education agency approval, credentialing, or quality-review processes.
- Prior work as a rubric-based reviewer, grant reviewer, or program evaluator.
Eligibility and Independence (Mandatory)
Applicants must not be employed by, contracted with, or otherwise affiliated with any current or prospective Maryland State Department of Education-approved Professional Learning Organization (PLO). Applicants must also not provide, or plan to provide, training to Maryland’s early childhood workforce during the engagement. Selected contractors will sign conflict-of-interest and confidentiality attestations.
Availability
Initial engagement runs from October to December 2026. Workload is heaviest in October (about 15–25 hours per week). Contractors must work from their own location and be able to travel occasionally to Baltimore.
Compensation
Hourly rates are set for each engagement based on scope and the contractor’s level of expertise. As independent contractors, roster members are responsible for their own taxes, equipment, and insurance. Joining the roster does not guarantee a minimum number of hours.
